CIL plans to award turnkey contracts
In 2013-14, Coal India (CIL) plans to award two-three large turnkey contracts to private players for extracting coal, removing over burden and supply the coal till the loading point.
S Narsing Rao, Chairman CIL informed that under these contracts the contractors will be responsible for overburden removal, coal extraction, washing and grading as well as supplying it to the loading point. Although entering into a PPP, as announced in the union budget, for CIL is not possible under the law, it can appoint private contractors for the above work.
These projects will produce about 4-5 mn t to begin with and will have contract period over 10-12 years after they start producing. We would even like to award large projects which would produce 20 mn t of coal in the next phase, he added. But CIL has to give them blocks that have all environment and pollution clearances in place, land has been acquired.
