Kakarapalli power plant flouts SC order

The East Coast Energy power plant in Kakarapalli of Srikakulam district violated a recent Supreme Court order which prohibited diversion of village common lands such as the wetlands of Kakarapalli for industry or commercial purposes, environmentalists and experts said. In a landmark judgment (dated January 28, 2011) in a civil appeal, the apex court had directed that constructions, if any, on public utility lands in villages should be removed and the possession of the land must be handed back to the Gram Panchayat concerned. The court had directed all the states to comply with this order. Former Union power secretary and environmentalist E A S Sarma said the state government has clearly not complied with the court order while on the contrary it has gone one step further and used police to fire upon the villagers, killing two of them.


The court in its order said how in some parts of the country, the common village land has been grabbed by unscrupulous persons using muscle power, money power and political clout.
